Victor Manuel Larios Rosillo


PhD in Computational Sciences from the Technological University of Compiègne.
Director of the Center for Innovation of Smart Cities of the CUCEA of the Guadalajara University.

He holds a PhD in Computer Science from the University of Technology of Compiègne in France, and is an electronic engineer specialized in Biomedicine and Control from the Western Institute of Technology and Higher Education (ITESO) in Guadalajara, Mexico. Since 2001, he has been a research professor at the University of Guadalajara. Since 2014, he has been the director of the Smart Cities Innovation Center of the University Center for Economic and Administrative Sciences (CUCEA) of the University of Guadalajara, and has supervised research projects on smart cities in cooperation with local, national and international institutions. Since 2017, he has been the director of IDI Smart Cities A. C., which focuses on specialized consulting services for smart cities worldwide. He also works in consortiums for the integration of technological innovations of Finland, Germany, France, Italy, England and Spain aimed at developing smart cities in Latin-American countries.

 

He has more than 80 international scientific publications. He currently gives graduate seminars on technological innovation at the University of Guadalajara, and has led national and international projects on this issue in cooperation with the industry, academia and government.
 

His main areas of interest are applied technological innovation, Internet of Things solutions development and integration, information analysis and visualization, and application of standards with quality metrics for the efficiency of organizations and urban environments (smart cities). He is a senior member of the Institute of Electrical and Electronics Engineers (IEEE), with more than 20 years of participation as a member and volunteer. He is part of the editorial committee of the IEEE Internet of Things Magazine, leads IEEE smart cities initiatives for Latin America, and cochairs the organization of the IEEE signature events on smart cities. In his more than ten years’ experience in smart cities, he has integrated and developed, together with his work team, methodologies for the management of smart cities projects that deliver short-term results and evolve thanks to a joint endeavor with local ecosystems.
